It is especially important for human resource managements such as recruitment, development and treatment of employees in the organization. Competency has an effect on the performance of employees so the organization will get the performance directly thus it is very important for success.

GIS Warehouse is a central system that collects and combines all the data from any agencies by the XML standard that can exchange the data between each other without the problem of standardizing the data.

The government has raised the level of executive agencies. Government is anorganization that is capable of advanced (High Performance Organization) can act as the management of strategic government (Strategic Government Unit: SGU), the government which is comparable to the Strategic Business Administration (Business Unit: SBU) of the organization. Furthermore the government improved the function and power of the executive to be an agent of change (Change Agent Leadership). The Above mentioned mechanism is used as a tool. the result is used by all government agencies to prepare and develop the bureaucracy system and functionality of the manager. The mechanism the government uses are the strategic management system and the Result Based management system.
Furthermore, the OCSC had a resolution at นร. ๑๐๑๒/ว๑ on February 28, 2548 to use the management and development performance system. They focused on the plan, performance of personnel and agencies. The agencies had to explain the objectives to the faculties and also explain about how to measure the performance individually.

Leaders at all levels of government organizations are required to have monitoring and control over the work performance of the involved agencies continuously. They should also track the progress (Checkpoint) and forecast problems (Predictable), which may create a dilemma in work". So the leaders can be involved in positive ways to resolve the problems about work or process delay to raise or improve these problems immediately. In addition, the system can also be a mechanism for the manager to recheck the key factor to drive success such as if the system couldn't find the key factors to get the result in othe indicators, this means they still have some problem with the their strategy. The system can also evaluate the performance of the personnel and agencies and use that information to allocate the rewards.
